According to the Decree 96-103 on the functioning of NGOs, the time required to receive the approval document of registration is a maximum of two months. On the other hand, there is no information about the time required for registration as a public utility; official recognition as a public utility is a requirement for recognition as a foundation. However, in practice, foundations have to deal with slow administrative procedures that can go over a year.
