Government levels primarily regulating the incorporation of philanthropic organizations: Central/federal government, state government, and local government
The central government in Vietnam issues laws, regulations, or discretions to regulate the philanthropic environment in Vietnam. According to the existing laws, the organizations that operate nationally have to register with the Ministry of Home Affairs (central level). Those working at the local levels (provincial or district levels) have to register with the people's committees of respective levels.
The Prime Minister has the authority to approve the charters of the state-owned umbrella organizations such as Vietnam Union of Science and Technology Association, Vietnam Association of Art and Literature, Vietnam Association of Lawyers, etc.
