Government levels primarily regulating the incorporation of philanthropic organizations: Federal Ministry of Justice (MoJ) has regional departments in every region of Russia. A regional department of MoJ is responsible for regional and interregional organizations, and the Federal MoJ is responsible for the registration of all Russian organizations.
